You must pick an issue that affects a community (local, national, global) and argue what legislative action needs to occur in order to best solve the issue. (So in other words, what law(s) need(s) passing in order to create a solution that will fix your issue — this can be a multi-faceted solution). If your solution is not legislative, you must clear it with me first. 
Paper Requirements: 
At absolute minimum 8 pages (not including the Work Cited). No more than 12 pages (not including the Work Cited).
Includes a full MLA Works Cited page properly formatted (hanging indent, double spaced)
Minimum of 12 credible sources of which at least 6 should be scholarly sources from a database of academic journals. Just because a source is on Gale Opposing Viewpoints or other Gale databases does not mean it is automatically a scholarly source. Gale pulls from newspapers, etc. as well as from Journals. 
Includes direct quotations (both blended and otherwise) and paraphrased information from secondary sources with correct MLA in-text citations
Uses correct MLA formatting 
Paper should maintain third person consistently. The only time first/second may be used is within direct quotations from other sources
Secondary Source Guidelines: 
All sources should be credible. So if it’s from a blog, the answer is most likely, “don’t use this” unless the author of the blog is the head of NASA and your paper is on going to Mars.
You should have sources not just from the general Internet, but also from peer-reviewed articles or studies 
Every source in the paper should be listed in the Works Cited. And given that paraphrased information must be cited, this also means that any source listed in the Works Cited should be found cited within the paper as well. I should be able to match them up easily. 
At least 7 should be scholarly sources from a database of academic journals 
Your overall goal is to write a paper which will briefly overview an issue, and then use scientific data to argue the best solution for said issue. This will require you to make claims, provide support, and analyze the support in order to prove that your solution is the best possible solution. The solution does not need to be of your creation — it can be one that has already been discussed by experts, but has not yet been put into place.
