The final paper requires a deep analysis of a public policy program chosen at the beginning of the semester. It consists of three main parts: historical and current research on the program, current issues it faces, and personal analysis with recommendations for future improvements.
Paper Structure:
Part I: Program Background 
History, goals, and foundation of the program.
Authorizing legislation, relevant Congressional committees, and executive branch agencies.
Analysis of think tanks and advocacy groups involved in the program.
Part II: Current Issues Analysis 
Deep dive into the program’s current operation and challenges.
Analysis of oversight reports, activities in Congress, and new proposals for change or expansion.
Part III: Personal Analysis and Recommendations 
Evaluation of the program’s effectiveness in achieving its original goals.
Identification of the program’s strengths and weaknesses.
Proposals for changes, improvements, or modernization.
