Literature Reivew(this must be tightly structured around the research question) for example,  critically review three competing arguments from literature(e.g., technology factor, market factor, bureacratic factor) prominet theoretical arguments about the impact of government policy on the development of biotech industry
develop own argument(can choose one side or combie the three arguments)
empirical story(in which order should u discuss your argument)
what evidence best demonstrate your argument
conclusion: what does your case reveal about the big issues
you should specific period in most impact the development
you should know the independent variable is the government policy(MONETARY POLICY, LAND POLICY, TECHNOLOGY POLICY, LABOR POLICY) and the dependent variable is the development of industries(identify what development it exactly is? like INNOVATION, TALENT PEOPLE, INDUSTRY UPGRADING)
EMPHASIZE HOW THE independent varibale impact the dependent variable(the causal linkage between them)!!!
