Problem statement: “What strategies can New York City implement to close the education achievement gap between different socioeconomic and racial groups?” (This question focuses solely on K-12 public schools in New York City ONLY, not the entire state) 
Identify the problem that is the focus of your paper. Be sure to provide measures of the problem that demonstrate its size, scope, and impact on affected parties using data or statistics (preferably in the form of a table or other graphic figure). For example, if your problem is a rat infestation in New York City, you would include a table or graphic figure with data about a rat infestation.
Identify the relevant parties (including names and titles) involved in the issue. What are the relevant parties (for example, public officials, advocacy groups, the public, or members of the media) saying about the problem? What issues have dominated the discussion of the issue? Identify the most prominent options that have been proposed for addressing the problem.
Based on your research, experience, and the perspective you developed in assessing this problem, present the actions you believe the government should take to address, if not resolve, the problem. Your recommendation should be realistic and in tune with political and fiscal limitations.
