A prominent
terrorist who has killed several Americans lives as the guest of Elam, a
country openly hostile to the United States. Our intelligence agencies
have recently linked him with a plot to bomb U.S. government buildings
on an upcoming national holiday. They do not know which buildings he has
targeted or which particular holiday. The President and the National
Security Council would like to assign a law enforcement agent to arrest
the suspect. The precise identity of the suspect is in question in as
much as there are various descriptions of the perpetrator. There is the
possibility that the suspect is an American citizen. It
is known however that whoever the suspect has an appetite for child
pornography and bowling. An individual (Confidential Informant 1, CI1)
who bowled with the suspect reported to LEOs that he heard the suspect
talking about bombings during the game. CI1 says that he heard that one
of the two individuals being sought for questioning by authorities in
connection with the bombing on 23rd
Street in NYC in September likes bowling. This person is one of the two
men that picked up the bag containing the bomb in it. Egyptian
authorities identified the men as security guards for Egypt Air.
CI1
has previously been arrested for selling heroin and is cooperating with
authorities to get his sentence reduced. Your boss has asked you to
submit a proposed investigative plan to her. She wants you to identify
the reasons you advocate in support of your course of action.

CI1 has reported that the suspect just mentioned that he enjoys some
hashish every once in a while, particularly after he has enjoyed some
pornography and has asked the CI if he has any contacts to get some of
each. Can you authorize the CI to purchase the drugs and or the

request.
