1- Your paper will follow the policy model used in the text: namely to evaluate the historical, social, economic, and political aspects of this policy and the related issues, providing an overview of historical evolution and an analytic description of the policy or program. To guide your paper, you will follow the outline for policy analysis developed by Popple & Leighninger (2011), which is available in the attachement . 
To support your development of this policy analysis, you can see the abstract, annotated bibliography and outline of the paper in the attatchement . 
The rubric for grading the paper itself is as follows: 
-Accuracy and thoroughness of substantive content
– Evidence of critical analysis 
Organization, clarity and writing quality
– Appropriate referencing & citations
Total points for final paper
The paper is to be 10-12 pages, excluding your cover sheet and reference pages, so to cover all points fully, you must write succinctly and accurately. Please use 12 pt. Times New Roman font, double-spaced, typed, one-inch margins on all sides, and numbered pages, and please also include a cover sheet. Your primary reference sources should include web-based government sourced documents and peer reviewed journals and/or publications; it will also likely other web-based content used judiciously, with an eye toward its bias. All web-based content must be assessed carefully to ensure that it reflects credibility OR articulates a particular stakeholder location. Please research the sources of all materials other than academic, peer-reviewed journals or government documents.

2- Policy Analysis Presentation
As part of your semester paper project and based on your policy topic, you will prepare a policy analysis class presentation, between 10 and 15 minutes in length and provided in the next to last class (the last class before finals week). I will be grading this presentation based on the rubric below.
The following rubric will be used for the presentation: 
-Accuracy and thoroughness of substantive content 
– Organized and clearly communicated 
-Evidence of critical thought and analysis
– Stimulated discussion in class
PowerPoint – content, attractiveness, organization
