Here is the paper’s requirements:
The paper is to be article length (i.e., 14 to
20 pages) and include six sections: (1) Introduction/Problem Statement (identification
of the issue to be examined), (2) Literature Review (theoretical and empirical),
including a comprehensive discussion of the issue, (3) Recommendation for an Intervention,
Policy, or Action, (4) Implications, (5) Conclusion, and (6) References.  The expectation is that students will not
merely summarize what others have said about the issues under examination.
Rather, students are asked to look thoughtfully, creatively, and originally at
the issue so that their work makes a professional contribution.
Attached is my most recent draft including notes from my professor. Please accept all of his notes and use them to structure the paper. it should have subheaders and needs a lot more statistics. I have an entire list of references available but feel free to add to them, making sure that each reference is used in the paper. I am also attaching an example for reference.
