An education means more than money and benefits. It also means responsibility. Living in a
democracy means that an educated person has the burden of deciding what is best for our
country and world. But that is becoming increasingly difficult as our problems become more
complex and information is overwhelming. For paper 3 you will write a proposal for some
action that will improve a situation in your community. The central challenge of this paper is
that you must make a realistic proposal. It is incredibly easy to say the government should do
x, y, or z in some sort of theoretical reality. It is much more difficult to actually work out
what will work. Many people have proposed many answers to many problems. Your task is
to identify which one is the best, and use research to argue why your solution will work.
