California’s system of government has modified from that of the national government to place
more power into the hands of the citizens. With this fact in mind, please answer the following

1) Describe the modifications made to the three branches of government to achieve this
goal.
2) Carefully, and in detail, evaluate how well these modifications have furthered their
intended goal of citizen empowerment. Are there problems or failings? What might be
done in the future to allow for the more effective empowerment of California’s citizens?
3) Explain what the three parts of California’s system of direct democracy are. How do they
operate? Are they fulfilling their intended purpose of empowering the states citizens?
