2) a comprehensive overview of the various levels of governance involved in this case. Describe which governance levels were involved in preparing for and responding to hurricane Katrina and in what way. Mention three governance levels and indicate how these are related to the case.
3) a comprehensive overview of the most relevant actors involved in this case. Describe which actors were involved in preparing for and responding to hurricane Katrina and in what way. Mention at least five actors and describe their interests in this case.
