What issue was the policy designed to address? Why is it important to the citizens of this state?
What were the choices? What factors contributed to the specific policy being adopted?
Who benefits? Who pays the costs?
Evaluate: What’s working and what’s not? What could be done differently?
How is your state/locality positioned on this issue compared to other states/localities?
Who are the stakeholders involved?
Is there an intergovernmental effort? What agencies are playing a role from a federal, state, and local perspective?
Why did you choose this policy?
