This assignment is a 7 page research paper which focuses on policy area. The policy area I decided to focus on is “under what conditions do we see cities create policies, that aggresivly address the impact of substance abuse in teenagers?”. I need to write about two cities, I chose NYC narrowing it down to the Bronx and Dallas, Texas narrowing it down to the neighborhood of south boulevard – park row. ( You can choose another neighborhood in Dallas ) In this research paper I need to test my hypothesis, the hypothesis I created was ” I hypothesize that reduced funding to fight substance abuse amoung teenagers increases urban crime. The professor does not care if the hypothesise turns out to be wrong she wants us to test the hypthesis and do a full research paper. Also, this research needs to be based on the time frame after the COVID 19 lockdown where the cities were facing an economic crisis. In the research paper you must include the different charters that both cities have and test the hypothesis. 
I need 8 peer reviewed sources and must use in text-citation in APA FORMAT. 
I will be attatching the prof intructions but each research assignment  would be different because each student has different policy areas.
