1.     Watch “No End in Sight” and then reflect for a bit on the mistakes that were made during the occupation of Iraq after official hostilities ended in May of 2003.  Then, imagine that you are Colonel Paul Hughes, director of strategic policy for the Office of Reconstruction and Humanitarian Assistance (ORHA), who was deeply critical of the decisions made by L. Paul Bremer in the first few months of the occupation.  If you recall, Bremer was chief executive of the Coalition Provisional Authority (CPA), which quickly displaced ORHA and assumed control of Iraq.  At the end of the movie, Hughes expressed regret for not speaking directly to Bremer so that he could express his criticisms and offer policy recommendations that would reverse some of the mistakes made by the CPA.  Imagine that, on June 15, Hughes wrote a candid memo to Bremer which included those criticisms and recommendations.  Your assignment is to write that memo.
